Family Reunification in Spain

Bringing your partner, your children or your parents to Spain is not one procedure. It is two, and which one applies depends on the nationality of the person who already lives here. Get that distinction right and everything after it becomes readable. Get it wrong and you spend two months building a file that was never yours to submit.

Two systems, not one

Spain does not run a single family reunification procedure. It runs two, and they barely resemble each other. Which one applies to you is decided by the nationality of the person already living in Spain, not by the nationality of the relative who wants to join them.

If the resident in Spain is a non EU national, the family goes through the general regime, the route known as reagrupación familiar. It is governed by the Reglamento de Extranjería approved by Real Decreto 1155/2024, in force since 20 May 2025 and amended by Real Decreto 316/2026 in April 2026. It asks for proof of income, proof that the home is large enough, and in most cases a year of prior legal residence in Spain.

If the resident in Spain is Spanish, or a citizen of another EU or EEA state or Switzerland, the family goes through the community regime under Real Decreto 240/2007. The non EU relative applies for the tarjeta de residencia de familiar de ciudadano de la Unión. There is no income table to satisfy, no social services housing report, and the card permits work from the first day.

Dutch, German and other EU readers of this site almost always sit in the second group. That is the single most useful thing to establish before you start collecting documents. We have seen people spend six weeks assembling a reagrupación familiar file, housing inspection included, when their non EU spouse could have applied on the community route in a fraction of the time and at a fraction of the cost.

The general regime: reagrupación familiar

Who can act as sponsor

The sponsor, the reagrupante, has to be a non EU national already legally resident in Spain. In practice that means holding a residence authorisation that has been renewed or is valid for at least a further year, or holding long duration residence, the residencia de larga duración. The usual expectation is that you have completed one year of legal residence in Spain before you file, which is why the first year after arriving on a work or study route is rarely the year you bring family across.

Who can be brought

The spouse, or the partner in a relationship analogous to marriage. Real Decreto 1155/2024 was more generous here than the regulation it replaced: the partnership can be registered in a public register, or it can be unregistered and evidenced by at least twelve continuous months of a documented relationship. That change matters for couples who never formalised anything.

Children come next. The age ceiling rose from 21 to 26 for dependent children, which quietly opened the route to a large group of adult children studying or between jobs who were previously excluded. Minors under the sponsor's legal guardianship are included too.

Ascendants, meaning parents and parents in law, remain the hardest category. They are reunifiable when they are genuinely dependent on the sponsor and, as a general rule, when the sponsor holds long duration residence. Age and dependency conditions apply, and this is the category where regional Oficinas de Extranjería differ most in how strictly they read the file.

The income you have to show

The economic test is expressed as a multiple of the IPREM, the reference index Spain uses instead of the minimum wage for most administrative thresholds. The IPREM stayed frozen for 2026 at 600 euros a month, so the arithmetic is unusually easy to follow.

To bring one family member you show 150% of IPREM, roughly 900 euros a month. Each additional person adds 50% of IPREM, roughly 300 euros a month. A sponsor bringing a spouse and two children is therefore looking at something in the region of 1,500 euros a month of stable, documented income. Stability is the part people underestimate. The office is not reading a single payslip, it is reading a pattern across the preceding months, and irregular autónomo income is judged more sceptically than an employment contract.

The housing report

You also have to prove the home is adequate. That is an informe de vivienda adecuada, issued by the autonomous community or by the ayuntamiento depending on where you live, and it involves an inspection or at least a documentary review of the property against local habitability and space standards. Timelines vary enormously between regions. In some provinces the report arrives in three weeks, in others it is the longest single step in the whole file, so it is the one to start first rather than last.

Healthcare cover

The sponsor has to guarantee that everyone in the family unit will have health cover, either through the Seguridad Social or through private insurance. If the sponsor is contributing through employment or as an autónomo, family members can usually be registered as beneficiarios rather than needing a separate policy.

The community regime: the EU family member card

Who counts as family

Under Real Decreto 240/2007 the non EU relative of an EU, EEA or Swiss citizen applies for the tarjeta de residencia de familiar de ciudadano de la Unión. The category covers the spouse, the registered partner where the register is a public one in an EU or EEA state and prevents two simultaneous registrations, children under 21 or dependent children of any age, and dependent ascendants.

What the card gives you

The card is valid for five years, or for the EU citizen's expected period of residence if that is shorter, and it allows work as an employee or as an autónomo from the day it is granted. There is no 150% IPREM table and no housing report. What the administration does check is that the EU citizen sponsor meets the conditions for residing in Spain beyond three months in the first place: working, self employed, studying with cover, or holding sufficient resources and health insurance.

The application should go in within three months of the relative entering Spain, or within three months of the family link arising if they are already here. After five years of continuous residence the card converts into a permanent one.

Where arraigo familiar fits, and where it does not

Arraigo familiar is often described as a third family route. Since Real Decreto 1155/2024 that description is misleading. The category was narrowed sharply: it no longer covers the relatives of Spanish nationals, who now use the dedicated residence authorisation for family members of a Spanish citizen. What remains under arraigo familiar is essentially the parent or guardian of a minor who is a national of another EU or EEA state or Switzerland, living with them and meeting parental obligations, and the person providing essential and constant support to an EU national with a disability.

If you read older guidance that tells you arraigo familiar is the route for the parent of a Spanish child, that guidance is out of date. This is one of the areas where the 2025 regulation genuinely changed the map, and where advice written before May 2025 will send you to the wrong window.

What happens once they arrive

Approval of the residence authorisation is not the end of the process, it is the middle of it. The relative still has to enter Spain, be fingerprinted and collect a physical card, register on the padrón at the local ayuntamiento, obtain a health card, and in most cases a driving licence question surfaces within the first year. Children need a school place, and the padrón registration is what decides which catchment they fall into.

None of that is difficult in isolation. It is the sequencing that trips people up, because several of the steps depend on a document produced by an earlier step, and the offices that issue them do not talk to each other.
