Spanish Bureaucracy Dictionary

Ayuntamiento Residencia
The town hall. This is where you handle matters such as the empadronamiento and local permits.
Boletin Suministros
An official inspection certificate (for electricity or gas) required when taking out a new contract or increasing the connection capacity.
CCSE
The CCSE (Conocimientos Constitucionales y Socioculturales de España) is a test of basic knowledge about Spanish culture, history and the constitution, run by the Instituto Cervantes. It costs around 85 euros and every applicant for Spanish nationality must pass it, regardless of their nationality.
Centro de Salud / Ambulatorio Seguridad Social
The local health centre where your GP (Medico de Cabecera) is based.
Certificado Digital Certificado
A digital certificate for online authentication with the Spanish government. It is compatible with virtually all public services, from filing tax returns to requesting official documents. It is the most comprehensive means of identification available.
CIF (Codigo de Identificacion Fiscal) Autónomo
The tax identification number of a legal entity such as an SL.
Cita Previa NIE TIE Padron
A pre-booked appointment. Required at almost every government office, from the Policia Nacional to the DGT.
Contador Suministros
The water or electricity meter.
Contrato de Suministro Suministros
The supply contract for water, electricity or gas.
CUPS (Codigo Universal del Punto de Suministro) Suministros
The unique identification code for your electricity or gas connection. Found on your bill.
Declaracion de la Renta
The annual income tax return, also known as Modelo 100. Typically filed between April and June.
DELE
The DELE (Diplomas de Español como Lengua Extranjera) is an official Spanish language exam. For Spanish nationality applicants the required level is DELE A2, which costs roughly 134 to 138 euros. Nationals of Spanish speaking countries are exempt from this language test.
Domiciliacion Bancaria Suministros
Direct debit. The standard method in Spain for paying utility bills and taxes.
IPREM (Indicador Público de Renta de Efectos Múltiples)
The IPREM (Indicador Público de Renta de Efectos Múltiples) is Spain's public income index, used as a reference for a wide range of financial thresholds — including the income you must prove for several residence visas such as the non-lucrative visa. For 2026 it stayed at 600 euros a month, as no new national budget was approved.
IVA (Impuesto sobre el Valor Anadido) Autónomo
VAT. The standard rate is 21%. Reduced rates (10% or 4%) apply to certain goods and services.
Medico de Cabecera Seguridad Social
The GP within the public health system. Your first point of contact for medical care and referrals.
Modelo NIE TIE Autónomo Residencia
The name for every official tax form at the AEAT. Each form has its own number, for example Modelo 036 (business registration), Modelo 130 (quarterly IRPF return for autonomos) or Modelo 303 (quarterly VAT return).
Modelo 130 Autónomo
Quarterly income tax (IRPF) return for autonomos on direct assessment (estimacion directa). Filed four times a year.
Modelo 303 Autónomo
Quarterly VAT (IVA) return. Filed four times a year if you charge IVA.
Modelo 349 Autónomo
Summary of intra-Community supplies and services to EU businesses with a VAT number. Mandatory if you provide B2B services to other EU countries.
Modelo 720
Informational return on foreign assets (bank accounts, property, shares) above certain thresholds. Filed annually by Spanish tax residents.
NIE (Numero de Identificacion de Extranjero) NIE
The NIE stands for Número de Identidad de Extranjero (Foreigner Identity Number).
It is a unique, permanent identification and tax number assigned by the Spanish authorities to any non-Spanish citizen who has professional, social, or economic interests in Spain. While it is required for activities like opening a bank account, buying property, or paying taxes, the number itself does not grant residency.
Pluriactividad
The legal status of being both an employee and an aut\u00F3nomo at the same time in Spain. Spain allows it, the single NUSS covers both regimes, and new pluriactividad cases benefit from a 50% discount on the aut\u00F3nomo contribution base for the first 18 months.
Potencia Contratada Suministros
The maximum amount of electricity you can draw at any one time. If set too low, the installation may trip.
Registro Civil
The Registro Civil is Spain's civil registry, which records births, marriages, deaths and nationality. When a nationality application is approved, the final oath or promise is taken before the Registro Civil, where your new Spanish nationality is then registered.
Residencia / Certificado de Registro de Ciudadano de la Union Residencia Certificado
Proof of registration in the EU citizens register. Mandatory for EU citizens living in Spain for more than three months. Also contains your NIE number.
TIE (Tarjeta de Identidad de Extranjero) TIE
The physical residence card for non-EU citizens. Contains your NIE number and states your residency status. Renewable and mandatory if you live in Spain as a non-EU citizen for more than 90 days.
Vida Laboral
An official certificate from the TGSS showing your full Spanish social security contribution history: every period of registration, every regime (R\u00E9gimen General, RETA), every employer or self employment alta. Available instantly through IMPORTASS with your Certificado Digital, and often required for mortgages, visa renewals and verifying Tarifa Plana eligibility.
